Finance and Budget Coordinator

POSITION SUMMARY - This position is based in Antsiranana, Madagascar

The Finance Coordinator is responsible for generating financial reports, data, and analysis needed in a variety of operational decisions. Working within a department, division, or program, they ensure the smooth operations of financial functions and compliance with CI’s financial and /or donor reporting policies and requirements

The Finance and Budget Coordinator generates standard and ad-hoc financial reports and ensures the accuracy, integrity, and timeliness of all financial information. They oversee internal and donor financial reporting processes, including managing the budget, revenue, and cash projections, donor financial compliance, and audit follow-up. They serve as the primary point of contact for cost center managers regarding financial processes and reporting. They work closely with the division and HQ finance staff to ensure the best financial practices are followed.

As directed, the Finance/Accounting Manager provides ad-hoc analysis and forecasts to help management identify and secure new funding streams. They must multitask, prioritize, and meet deadlines in a fast-paced environment.

The position coordinates budget execution functions, including budget preparation, monitoring, reviewing, and reconciliation of information in line with the funding agreements and the workplan. They produce monthly budget execution reports using financial data and performs analysis. They work collaboratively with the entire finance team and program staff on reviewing budget performance. They provide support on maintaining and updating the budget system, integrating the department work plan and projections.

They participate in the preparation of the annual budget development, ensuring that the proposed project workplan is fully costed.They prepare donors’ financial reports and ensure actual tied with the project budget, coordinate the project’s financial review and audits. Throughout this work, they ensure compliance with CI’s financial and all donor reporting policies and requirements.

RESPONSIBILITIES

Budget and Financial Management

  • Maintain the Projects’ budgets in line with the workplans and funding agreements.
  • Develop project budget vs workplan in collaboration with the Programmatic and Operations staff to ensure donor data accuracy.
  • Produce monthly, quarterly, and periodic budget versus actual reports and review with operations, senior management.
  • Review financial data and transactions to ensure the accuracy of financial reports and ensure compliance with reporting standards, CI’s policies, and donor regulations.
  • Prepare financial donor reports in accordance with donor regulations.
  • Monitor project cash flow, prepare cash flow forecasts.
  • Ensure financial/budgetary systems are kept up based on updated workplan. Generate budget vs actual comparisons and provide trend analysis.
  • Facilitate timely and complete inputs from cost center managers to ensure the ongoing accuracy of the department budget.
  • Prepare the project's financial projections as appropriate.
  • Establish and maintain a filing system for hard copies of documentation.
  • Perform other related duties as assigned.
  • Provide other administrative support as directed.
  • Provide accounting support as directed.

People and Resource Management Responsibilities

  • This job does not directly manage staff but assists peers and may direct the work of interns, temporarily.

QUALIFICATIONS

Required

  • High School or Secondary School education,
  • 2 to 4 years of experience in business administration, accounting, or related discipline.
  • Team player and the ability to work cooperatively with internal and external partners.
  • Strong written and verbal communication skills.
  • Highly organized and able to multitask, prioritize, and adapt to changing priorities.
  • Strong attention to detail and problem-solving abilities.
  • Demonstrated ability to handle confidential and sensitive information.
  • Proficient in Microsoft Office.

Preferred

  • Up to 3 years of accounting and finance school.
  • Bachelor's degree in business administration, accounting, or related field.
  • Previous experience with a grants management system.
