The Regional Category Buyer, is accountable to provide security and reliability of logistics service procurement of certain categories, ensuring reliable supply of logistics services at competitive terms and the required level of quality, based on sound procurement strategies. To ensure and continuously improve the cost competitiveness & logistic solutions. To ensure compliance in accordance with internal and external guidelines and regulations.
= Main Tasks =
EHSQ responsibility
• Implement company EHSQ policy, procedures, work instructions & training plans.
• Work closely with TDS team for supplier qualification & performance review. Ensure all TDS requirement strictly followed by suppliers.
Category Management
• Develop, review and implement procurement strategies for responsible categories, with consideration of Global/Regional/ GC’s strategy in general.
• Collect internal Business Partners service requirement.
• Responsible for RFXs and negotiations in a professional way to achieve optimal terms. To ensure alignment with internal Business Partners as well as relevant departments like Supply Chain Management, Site Logistics, BU Supply Chain, EHS, TDS, Legal, etc.
• Evaluate opportunities for outsourcing and bundling to reduce the number of suppliers and free up resources for more value adding activities.
• Drive logistics service solution designing based on internal business partners requirement and support business development.
• Contract management and freight management.
Supplier Relationship Management
• Support LSP management strategy, system setting up and monitor LSP performance for related categories. Make sure LSP performance result can support for LSP development/selection and daily operation.
• Actively manage the portfolio of suppliers for relevant logistics services, strengthen partnership with key suppliers and continuously manage supplier performance.
• Included activities:
Monitor LSP’s performance, collect appreciate letter from daily operation, organize regular LSP performance and ESH review meeting.
Drive regular review meeting with Key/Strategic LSPs and monitor follow up actions.
Establish contacts with the management of key suppliers to acquire information on service offerings and market trends and to enable timely settlement of issues.
Ensure that suppliers meet the general and country-specific requirements and standards by aligning with internal Business Partners, EHS, TDS, SCM and other relevant internal and external parties.
Address sustainability topics to protect BASF’s reputation and reduce business risks from non-compliance with environmental, social or governance standards
Ensure that the performance of all suppliers of logistics services are regularly evaluated based on suitable KPIs for commercial terms, delivery, quality and compliance to internal and external regulations, sufficiently documented and that appropriate countermeasures are implemented if necessary.
Manage critical issues and claims with logistics suppliers and affected internal Business Partners, escalate issues further if required and ensure that effective measures are implemented timely to solve root causes and improve customer satisfaction.
Manage the process to delist suppliers if the performance is unsatisfactory and an improvement is unlikely after alignment with relevant person, e.g. internal Business Partners and other relevant internal or external parties.
Communication and Stakeholder Management
• Establish a close relationship with internal Business Partners with regards to procurement of regional and local category logistics service, to ensure smooth communication and identify issues at an early stage.
• Included activities:
Establish regular communication with internal Business Partners and discuss relevant logistics procurement activities, current requirements and future services to identify opportunities, address issues and create competitive advantage for BASF.
Provide information on current relevant logistics procurement topics and market trends to business partners.
Align annual target agreements between Logistics Procurement team and internal Business Partners.
Establish a close network with relevant departments such as supply chain management, EHS, TDS, production and finance.
Compliance and Processes
• Ensure that all logistics procurement activities are in compliance with relevant policies and procedures and documented properly to achieve excellent and consistent quality of work results, avoid compliance issues and allow for traceability of actions.
= Job Requirements =
• Bachelor’s degree or above, majored in logistics/SCM or MBA is a plus
• Minimum 7 years in logistic/SCM operation, or 4 years in procurement or 3PL sales. Experience in logistics procurement is a plus.
• Good and sound market knowledge of bulk/packaged transportation, warehouse and forwarding, freight rates and development in China especially related to chemical logistics.
• Experienced in LSP & freight management.
• Knowledge of environment, health & safety aspect (EHS), transportation & distribution safety (TDS) and global trade control.
• Knowledge of business and finance concepts.
• Good communication, presentation, negotiation and analytical skills.
• Conflict management skills and driving continuous improvement.
• Fluent in spoken and written English and Mandarin.
• Willing to work in Guangzhou with frequent travel.
