- Policy and state capability – We support governments in creating an enabling environment for private sector involvement in agricultural transformation.
- Seed systems – We trigger higher productivity by increasing the availability and access to improved seeds by farmers allowing them to increase their harvests for food security and better incomes.
- Sustainable farming – We support farmers in building resilient farming systems for sustained high yields through interventions such as mechanization and irrigation.
- Inclusive markets and trade – We work to increase the linkages between farmers, and other market actors for a positive, sustained cycle of commercialization and reinvestment.
- Youth, Gender, and Inclusiveness – We enable women and youth to contribute to and benefit from agriculture for their economic empowerment.

Background
Alliance for a Green Revolution in Africa (AGRA), in partnership with the Government of Tanzania, supports the operationalization of the Agricultural Transformation Office (ATO) under the Ministry of Agriculture. The ATO functions as a delivery enabler that strengthens coordination, implementation discipline, performance management, and inter-institutional follow-through for the Agricultural Master Plan (Agricultural Master Plan 2050). Achieving the Agricultural Master plan’s ambition requires substantial financial resources from the government, development partners, development finance institutions (Development Finance Institutions), and private investors. The Resource Mobilization Specialist will coordinate efforts to mobilize, align, and track financial commitments toward Agricultural Master Plan priorities. The role ensures that funding discussions, investment materials, and partnership engagements are coherent, strategically sequenced, and aligned with the Agricultural Master Plan flagship programs.
The Position
Specialist – Resource Mobilization
The specialist will collaborate closely with Treasury, the Agriculture Sector Working Group, development partners, Development Finance Institutions, and internal ATO teams to strengthen the integration of Agricultural Master plan priorities into government planning and donor financing frameworks. He/she will also support structured follow-through on commitments, ensuring transparency, accountability, and timely communication with partners.
The ideal candidate will coordinate all financing and external partnership efforts related to the Agricultural Master Plan implementation. Working under the guidance of the ATO Director, the Specialist will develop investment materials, engage with development partners and Development Finance Institutions, support government financing discussions, and ensure follow-through on commitments. The role requires close collaboration with Delivery Specialists, the Private Sector Development Specialist, and the Policy Specialist to ensure alignment between investment needs, policy reforms, and delivery constraints. He/she will maintain updated financing pipelines, track donor and government commitments, prepare financing briefs, facilitate discussions in sector coordination platforms, and ensure that the Agricultural Master plan financing needs are well-articulated and communicated across government and partner institutions..
Key Duties and Responsibilities:
- Develop and operationalize ATO’s resource mobilization and partnership framework aligned with Agricultural Master Plan 2050 priorities.
- Prepare financing pitches, investment briefs, and proposals for government, donors, Development Finance Institutions, and blended-finance partners
- Coordinate financial mapping to determine flagship financing gaps and opportunities.
- Work with Treasury and Ministry of Agriculture /Ministry of Livestock Fisheries planning units to align Agricultural Master plan priorities with government budgeting cycles.
- Develop strategic partnerships with donor agencies, Development Finance Institutions, philanthropic institutions, and technical partners.
- Strengthen financing documentation, ensuring accuracy, coherence, and alignment with financing standards
- Deploy appropriate tools to track resource commitments and disbursements by development partners.
- Organize development partner engagements to amplify Agricultural Masterplan resourcing needs and delivery milestones.
- Serve as the primary liaison for development partners, Development Finance Institutions, and sector coordination bodies on the Agricultural Master Plan financing.
- Facilitate structured financing discussions, ensuring clear articulation of resource needs and expected outcomes.
- Coordinate with the Private Sector Development Specialist to integrate investment opportunities into financing dialogues.
- Engage development Finance Institutions to explore risk-sharing instruments, credit lines, and blended- finance mechanisms to support the Agricultural Master plan value chains.
- Ensure timely communication and follow-up on commitments, next steps, and responsibilities.
- Maintain updated Agricultural Master plan financing pipelines, dashboards, and commitment-tracking systems.
- Prepare regular financing reports, briefs, and updates for the ATO Special Agriculture Sector Working Group and the government.
- Track progress on resource mobilization commitments and follow up with relevant partners.
- Support Delivery Specialists in validating financial progress reports for flagship programs.
- Provide data and insights for stock-take sessions, performance reviews, and dashboards.
Key Qualifications and Experience Required:
- Bachelor’s degree in Economics, Development Finance, Public Policy, Business Administration, or a related field.
- Master’s degree in Economics, Development Finance, Public Administration, or a relevant discipline is an added advantage.
- Minimum of seven (7) years of experience in resource mobilization, development finance, donor coordination, or program financing.
- Proven experience working with government, development partners, Development Finance Institutions, or multilateral organizations.
- Experience preparing investment briefs and financing proposals.
- Familiarity with Tanzania’s development financing landscape, government budgeting processes, and donor coordination mechanisms.
- Strong analytical, communication, and negotiation skills.
- Demonstrate the ability to develop, refine, and implement resource mobilization strategies that align domestic and external financing to Agricultural Master plan priorities
- Ability to effectively engage bilateral and multilateral donors, development finance institutions, and philanthropic organizations to secure financing commitments.
- Ability to prepare compelling investment briefs, concept notes, and presentations that articulate flagship financing needs, expected returns, and impact pathways.
- Must understand how government planning and budgeting processes work to ensure Agricultural Master plan priorities are integrated into MTEF, national budget submissions, and sector working groups.
