- Policy and state capability – We support governments in creating an enabling environment for private sector involvement in agricultural transformation.
- Seed systems – We trigger higher productivity by increasing the availability and access to improved seeds by farmers allowing them to increase their harvests for food security and better incomes.
- Sustainable farming – We support farmers in building resilient farming systems for sustained high yields through interventions such as mechanization and irrigation.
- Inclusive markets and trade – We work to increase the linkages between farmers, and other market actors for a positive, sustained cycle of commercialization and reinvestment.
- Youth, Gender, and Inclusiveness – We enable women and youth to contribute to and benefit from agriculture for their economic empowerment.

Background
The Alliance for a Green Revolution in Africa (AGRA), in partnership with the Government of Tanzania, supports the establishment and operationalization of the Agricultural Transformation Office (ATO) under the Ministry of Agriculture. The ATO is responsible for coordinating and accelerating the implementation of Tanzania’s Agricultural Master Plan (Agricultural Master Plan 2050), a long-term roadmap to drive inclusive growth, improve productivity, and strengthen competitiveness in the agriculture sector.
The Agricultural Master Plan is structured around fifteen flagship programs organized into thematic delivery clusters that collectively address productivity, market access, value addition, and sustainability challenges across the agricultural value chain. The Markets and Commercialization Cluster focuses on improving post- harvest management, strengthening logistics and storage systems, promoting value addition and agro- processing, expanding access to markets, supporting enterprise development, and improving access to finance and digital ecosystems.
The Delivery Officer- Crops, Market & Commercialization will contribute to the Agricultural Transformation Office’s mission of accelerating delivery of the Agricultural Master Plan 2050 by strengthening coordination, implementation discipline, and performance management within this cluster. Working under the supervision of the Implementation and Delivery Specialist, the officer will operationalize delivery tools, performance processes, and reporting routines that enable timely tracking of progress, identification of bottlenecks, and data-driven decision-making. The role ensures that delivery systems are institutionalized across implementing ministries, agencies, and private-sector actors, and that evidence-based problem solving becomes integral to achieving commercialization, market expansion, and enterprise development outcomes under the Agricultural Master Plan.
The Position
Delivery Officer – Crops, Market and Commercialization
The Delivery Officer- Crops, Market & Commercialization will play a central role in driving delivery of flagship programs under the Agricultural Master Plan 2050 related to value addition, agro-processing, logistics and storage systems, market access, enterprise development, digital ecosystems, and access to finance. Working under the guidance of the Implementation and Delivery specialist, the officer will collaborate closely with focal persons in ministries, agencies, private-sector partners, and development organizations to coordinate, track, and accelerate implementation across the cluster. The officer will facilitate implementation review and follow- up processes, support the preparation and update of workplans and progress trajectories, coordinate routine data collection on key performance indicators, and identify and help resolve implementation bottlenecks. The officer will supervise analysts, providing coaching and technical guidance on delivery tools such as delivery- chain analysis, stock-takes, root-cause analysis, and performance tracking.
Key Duties and Responsibilities:
- Support the Specialist – Implementation and Delivery in embedding delivery systems, performance routines, and accountability mechanisms within the markets and commercialization Cluster.
- Facilitate the design and rollout of governance and coordination frameworks that strengthen collaboration among ministries, agencies, and private-sector actors involved in market, enterprise, and value-chain programs.
- Coordinate the development and updating of cluster workplans, implementation trajectories, and performance dashboards for flagship initiatives.
- Institutionalize delivery routines and problem-solving practices, including stock-takes, delivery-chain analysis, and prioritization processes to identify and resolve implementation challenges.
- Strengthening linkages between government programs, private-sector investments, and financial inclusion initiatives to ensure alignment and synergy in implementation.
- Contribute to knowledge management by documenting lessons, success stories, and best practices that inform adaptive management and scaling.
- Work closely with focal persons in ministries, implementing agencies, and private-sector partners to facilitate coordination, timely implementation, and problem resolution within the cluster.
- Support collaboration among programs promoting value addition, agro-processing, logistics, and storage systems, ensuring coherent implementation across institutions.
- Engage with financial institutions, agribusinesses, cooperatives, and development partners to strengthen partnerships and unlock investment in market systems.
- Facilitate coordination meetings and joint review sessions, ensuring that agreed actions are tracked and followed through.
- Provide coaching and supervision to analysts, strengthening analytical and facilitation capacity to improve reporting, tracking, and problem-solving.
- Promote teamwork, accountability, and continuous learning within the ATO and among cluster stakeholders to sustain a culture of delivery and performance.
- Track progress of flagship initiatives under the cluster, analyze trends, and identify performance gaps requiring corrective action.
- Coordinate preparation of quarterly performance summaries and progress briefs for ATO leadership, highlighting achievements, challenges, and key decisions.
- Maintain accurate and timely data collection, validation, and report on indicators related to markets, value chains, and enterprise growth.
- Ensure follow-up and issue resolution through structured reviews, tracking of agreed actions, and communication with responsible institutions.
- Support the Implementation and Delivery specialist in preparing leadership dashboards, stock-take sessions, and performance reviews for the cluster.
- Contribute to strengthening evidence-based decision-making by ensuring data and insights are translated into actionable recommendations.
Skills, Qualifications and Experience Required:
- Bachelor’s degree in Agricultural Economics, Agribusiness, Commerce, Development Studies, or a related field from an accredited institution.
- A master’s degree in relevant discipline, such as Agribusiness Management, Economics, Development Finance, or Public Policy, will be an added advantage
- Minimum of seven (7) years of relevant professional experience in market systems development, agribusiness, value-chain coordination, or trade facilitation within government, development partners, or the private sector.
- Proven experience supporting the implementation of programs related to value addition, agro-processing, logistics and storage, enterprise development, or access to finance.
- Demonstrated ability to facilitate multi-stakeholder coordination, including collaboration between ministries, private-sector partners, and financial institutions.
- Experience in results-based management, monitoring and evaluation, or delivery approaches that strengthen performance and accountability in market or enterprise programs.
- Strong analytical, facilitation, and communication skills with the ability to synthesize data, identify bottlenecks, and develop actionable solutions.
- Familiarity with agricultural commercialization, MSME development, and public–private partnership models in Tanzania or similar contexts.
- Evidenced application of market-systems approaches to strengthen value chains, improve competitiveness, and expand market opportunities for agricultural enterprises.
- Ability to effectively engage with private-sector actors, cooperatives, and financial institutions to unlock investment, address constraints, and promote market system efficiency.
- Must be able to convene and manage multi-stakeholder dialogue platforms, ensuring active participation and accountability among government, private sector, and development partners.
