- Policy and state capability – We support governments in creating an enabling environment for private sector involvement in agricultural transformation.
- Seed systems – We trigger higher productivity by increasing the availability and access to improved seeds by farmers allowing them to increase their harvests for food security and better incomes.
- Sustainable farming – We support farmers in building resilient farming systems for sustained high yields through interventions such as mechanization and irrigation.
- Inclusive markets and trade – We work to increase the linkages between farmers, and other market actors for a positive, sustained cycle of commercialization and reinvestment.
- Youth, Gender, and Inclusiveness – We enable women and youth to contribute to and benefit from agriculture for their economic empowerment.

Background
The Alliance for a Green Revolution in Africa (AGRA), in partnership with the Government of Tanzania, supports the operationalization of the Agricultural Transformation Office (ATO) under the Ministry of Agriculture. The ATO serves as the delivery enabler for the Agricultural Master Plan, strengthening coordination, implementation discipline, performance management, and follow-through across the implementation chain. Private-sector participation is central to achieving the Agricultural Master Plans commercialization, value addition, and market expansion goals. To achieve these objectives, the ATO has adopted a delivery-driven implementation model that emphasizes data-informed planning, routine performance management, and adaptive problem solving across all flagship programs.
The Position
Position Overview
The Analyst will provide cross-cutting analytical and coordination support to the ATO’s delivery function. Working under the supervision of the Delivery Officers, the Analyst will design reporting tools and templates, collect and organize data, and produce regular performance reports and dashboards. The role will also support facilitation of delivery routines, including performance reviews, problem-solving sessions, and follow-up tracking of leadership decisions. By ensuring accurate performance data and actionable insights, the Analyst will help strengthen accountability, learning, and continuous improvement across the Agricultural Master Plan’s implementations.
The Analyst will play an essential role in embedding delivery discipline, strengthening data use, and enhancing accountability within the ATO and across institutions implementing the Agricultural Master Plan.
Key Duties and Responsibilities:
- Support the design, rollout, and maintenance of data collection, reporting, and performance tracking systems for the Agricultural Master Plan.
- Contribute to the development and continuous improvement of reporting tools, templates, and dashboards that enable real-time performance monitoring.
- Organize and analyze data to identify trends, bottlenecks, and priority areas requiring leadership attention.
- Ensure that all performance management tools and templates are standardized and applied consistently across ATO workstreams.
- Participate in the documentation of lessons, good practices, and insights to inform adaptive management and continuous improvement in program delivery.
- Maintain organized and accessible data repositories and documentation systems, ensuring accuracy, consistency, and data integrity.
- Work collaboratively with Delivery officers, the Delivery Specialist, and focal persons in implementing ministries and agencies to collect, verify, and consolidate progress data.
- Support coordination and communication among stakeholders by preparing timely analytical briefs, meeting notes, and follow-up actions.
- Facilitate internal and external delivery routines, including performance review and problem-solving sessions, ensuring decisions and next steps are well documented and communicated.
- Liaise with implementing partners, technical teams, and data focal points to ensure timely submission and quality of performance data.
- Promote collaboration and a culture of data-driven decision making within the ATO and across stakeholder institutions.
- Compile and analyze quantitative and qualitative data to produce regular performance summaries and dashboards for leadership.
- Track and monitor implementation progress across Agricultural Master Plan flagships, highlighting key milestones and variances from plan.
- Prepare briefing notes, memos, and analytical updates to inform leadership meetings and reporting to stakeholders.
- Support problem-solving processes by providing relevant data, visualizations, and evidence during review and decision-making sessions.
- Follow up on action items and performance commitments, ensuring accountability and documentation of progress.
- Maintain strict adherence to data verification, reporting schedules, and confidentiality protocols.
Skills, Qualifications and Experience Required:
- Bachelor’s degree in economics, Statistics, Agricultural Economics, Data Science, Development Studies, Public Policy, or a related field from an accredited institution.
- Master’s degree in a relevant discipline such as Development Economics, Project Management, Monitoring and Evaluation, or Data Analytics will be an added advantage.
- Minimum of 3-5 years of professional experience in data analysis, performance monitoring, or results- based program management, preferably within government, development partners, or research institutions.
- Demonstrated experience in data collection, organization, analysis, and visualization for performance reporting or decision support.
- Familiarity with delivery or performance management approaches that emphasize problem solving, accountability, and adaptive management.
- Proven ability to synthesize information and present it clearly through reports, dashboards, and visual summaries.
- Experience supporting multi-stakeholder coordination and preparation of briefing materials, memos, or progress reports.
- Strong interpersonal and communication skills, with the ability to work effectively across technical and administrative teams.
- Ability to collect, organize, clean, and analyze quantitative and qualitative data to support delivery and performance tracking.
- Ability to apply structured problem-solving tools, including delivery-chain analysis, stock-takes, and root- cause analysis, to identify and resolve implementation challenges.
